Background: Charlotte was born in Ottawa, Canada, in 1980. Her father, Patrick, was a French-Canadian Patisse; her mother was a mundane that he married. He divorced her mother when she was little, judging it more expedient to dispense of any mundane relations for his mage daughter. Charlotte showed a natural affinity for Pulsing when she was a toddler. She floated her toys.
Her father worked as an assassin for House Patisse. In 1983, he left on an extended trip overseas in France. Charlotte didn't learn why he left until she was much older and realized that it matched Tours perfectly. When he returned, though, he brought her back a new brother: a boy named Adrian, who he said was a cousin. He was, on his mother's side. His father was an Almagoras. They became close friends and like siblings as they grew up.
Carlie discovered that she had her father's talent in magic, so he began teaching her. He strictly avoided teaching Adrian -- he lied, claiming his magical powers weren't strong enough -- which made a rift between them. He was envious of her, while Charlotte tried to protect her adoptive brother. She learned to fire a specially made gun for Imbuers and developed her Pulsing to focus on teleportation.
Life in Ottawa was relatively normal; her father worked for the Canadian military, and both Charlotte and Adrian posed as mundanes in school. However, last September, she enrolled in Paracelsus. She had a relatively uneventful first semester there, until the end. She helped other students fight off the monster attack. When she went home for the winter break, though, her life turned upside down. She found out two things: first, Adrian had been secretly studying magic, and had managed to drain the life from several plants nearby.
Secondly, after Otto von Schellenberg's betrayal, House Patisse was looking more closely than ever. Her father decided to do what he never could years before: kill the Almagoras that he saved. Before he could shoot him, Charlotte shot her father in the back and killed him. The rest was a blur; her cousin took care of disposing the body. They inherited everything from him. Adrian decided to go to ground to hide, while Charlotte returned to Paracelsus as if nothing happened.
Of course, rumors spread -- that someone killed her father in part of the brewing House war. And, beyond that, Carlie has been struggling with guilt and worry. Her outlet is unusual, to say the least. The rumors that a tricorn hat-wearing gunwoman discouraging criminals in Longpike certainly aren't related.
House Politics: Charlotte is deeply conflicted about her House and its politics. For much of her life, she was a firm believer in House Patisse's cause. Now, she isn't so sure; she is grappling with her adoptive brother being an Almagoras and her father's blood on her hands. However, her real skill with Pulsing is personal teleportation. She can teleport herself in short-ranges to any place in her line of sight. She does need to be able to see it, or she risks teleporting herself halfway through a wall (but she can risk this in an emergency). She can't teleport others at present.
Her second School is Imbuing. This is how Charlotte fights. She has highly-focused Imbuing that uses artifact flintlock weapons that she knows how to make. These pistols look like flintlocks, but don't require muzzle loading or powder. She uses her Imbuing to magically create ammunition with a variety of effects (and the impact and range of modern firearms, when appropriate). She can shoot gouts of fire, bolts of lightning, and ice storms. She can also fire concussive blast waves and grenade shots, or shoot bolts of corrosive metal and the like. She can't do much else with Imbuing right now; it goes into making the gun and enchanting it to fire magical effects.
Her third skill slot is spent on marksmanship, specifically with pistols. Carlie is an awesome shot and could win competitions in trick shooting. She is best with old-fashioned weapons.
